Why UPA-II a big flop after tremendous success of UPA-1?

Important reformative measure of inducing transparency in governance system through RTI Act was one of the main factors in big success of UPA-I.

But even ruling Congress cannot practically deny that its popularity-graph has sharp declined during UPA-II. But main reason for this is blackmailing regional allies as also honestly confessed by Prime Minister during his chat with TV editors.

But things can and should be changed for betterment by Prime Minister becoming bold and decisive in implementing reforms which may hit hard on roots of corruption, by overlooking pressure of allied parties. Root of solution lies in massive electoral reforms (including Right To Reject) even before much talked about Lokpal.

While Lokpal may just be curative medicine for disease of corruption, poll-reforms are the preventive steps so that corruption at top may be practically checked. Effective poll-reforms will automatically check mushrooming of large number of personality-based political parties (rather political shops). Then support to Prime Minister will come from general public rather than ever-unreliable regional allies. Rather public-support to Prime Minister will make political bosses of regional allies dance to tune of ruling Congress.
