NON-FUNCTIONING PARLIAMENTARIANS

It refers to news-reports about many Parliamentarians not serious to attend any of the meetings of Standing Committees of Parliament. News comes just after cancellation of question-hour in Lok Sabha due to members listed for asking oral questions not present in the House. Otherwise also, it is a common sight to see majority of benches empty during normal Parliamentary proceedings with most members generally quitting soon after the question-hour. At times, bells for ensuring minimum attendance have to be sounded depicting negligent attitude of Parliamentarians towards functioning of Parliament and its various Standing Committees.

It will be better to have some attendance-cards prepared for Parliamentarians with provision of punching at start of day?s session in the morning and after lunch. Cards may also be punched for members leaving the House for lunch and after end of day?s session. Members not attending some minimum daily hours may not be given daily allowance for that day. Likewise membership of Parliamentarians failing to attend some minimum percentage of meetings of Standing Committees of which they may be members, may be snatched.
