What is JPC (Joint parliamentary committee)?

As we may already heard JPC terms in all news sources many times recently but what exactly JPC is? JPC means Joint Parliamentary Committee. Its one type of ad hoc parliamentary Committees constituted by Indian Parliament.

Its many objective is inquiry of specific subject. It will be constituted by either through a motion adopted by one House and concurred by the other, or, through communication between the presiding officers of the two Houses. Houses means Rajya Sabha or Lok Sabha.

The members in JPC are either elected by the Houses or nominated by the presiding officers. As in the case of other parliamentary committees, they are drawn from different groups. The strength of a JPC ( Joint Parliamentary Committee) may vary. The Lok Sabha share is double than that of the Rajya Sabha.

Why Opposition wants to have JPC for 2G Spectrum?

In JPC, The Public Accounts Committee of Parliament is supposed to conduct a detailed examination of the reports of the Comptroller and Auditor-General (CAG), scrutinising the yearly accounts of the Government. Having 15 members of the Lok Sabha and seven members of the Rajya Sabha, the chairmanship of the PAC conventionally goes to a nominee of the main opposition party. The PAC calls upon ministries to explain cases of financial irregularities. The Opposition argument is that the 2G spectrum scam goes far beyond accounting. A JPC can spread its more and go into the larger gamut of allocation and look into the role of various players.

Once a JPC gets going, it would help the Opposition keep the heat on the government through consistent reporting of proceedings. Some of data can be leak and it may make Government in trouble and so current Government doesn’t want to have JPC.

    Yes if the government is confident that more black wont come out after the investigation of a JPC then it shouldnt mind one, also a scam of worth such a high magnitude of 1.72 lakh crore definitely deserves a thorough analysis as promised by a JPC.

    Does the opposition insists upon formation of JPC on 2G as they seemingly have run out of all ideas and ideologies to stage a
    comeback ? What would happen to our otherwise very strong presence on global front as there are lot many possibilities of mud-throwing and ill-intentions to carry on at least till next General Elections causing millions to exchequer ? 2G is certainly a shameful affair for us and all possible amends should now be made to reduce loss by taking meaningful decisions/actions and steps to ensure non-recurrence in future instead of stalling Parliament thereby causing further losses .
